Whisk together flour, baking soda, baking powder, and salt in a medium bowl; set aside.

Beat softened butter, granulated sugar, and brown sugar in a large bowl until light and fluffy, about 2 to 3 minutes.

Scoop dough into tablespoon-sized balls, place them spaced on the prepared baking sheet, and flatten slightly with your hand or the back of a spoon.

Spread a small amount of chocolate frosting on top of each cooled cookie, then press a chocolate wafer gently onto the frosting to create the hat base.

Apply a dab of frosting onto the bottom of each chocolate kiss and press it onto the center of the wafer forming the witch hat's tip.

Pipe colored frosting around the base of the kiss and sprinkle festive Halloween-colored decorations for a vibrant finish.
